Natalie Barnes, Director of Publications, will retire in July 2026 after more than 21 years with the Cooperative Research Programs (CRP).

Ann Brach replaced Victoria Sheehan as TRB executive director in April 2026. Brach was director of the Technical Activities Division.

Scott Brotemarkle replaced Ann Brach as the Technical Activities Division director in May 2026. He was program director for the Marine Board.

Emily Griswold was promoted to a CRP program officer in July 2026. She was an associate program officer.

Margaret Hagood, Senior Editor, will retire in July 2026 after more than 18 years with CRP.

Dalia Hedges joined the Technical Activities Division as a program operations coordinator in February 2026. She was previously a data analyst with the Office of Peer Review in the National Research Council Executive Office.

Russell Houston, Associate Executive Director, entered phased retirement in June 2026 after nearly 25 years—more than half of them in his current position. He previously had served for nearly 12 years as TRB’s senior communications officer.

Deborah Irvin was promoted to a CRP program officer in July 2026. She was an associate program officer.

Zhiye “Zoey” Li was promoted to a CRP senior program officer in July 2026. She had been a program officer since November 2024.

Claudette Louard-Clarke, TRB Human Resources Director since 2012, is retiring at the end of July 2026 after 32 years at the National Academies.

Victoria Sheehan, TRB’s Executive Director since December 2022, joined HDR as Highways and Roads Market Sector director in April 2026. She continues to serve as a senior adviser to the National Research Council Executive Office and TRB.

Neil H. Shubin, Robert R. Bensley Distinguished Service Professor of Organismal Biology and Anatomy and vice dean for Academic Advancement at the University of Chicago, was elected as the next president of the National Academy of Sciences, succeeding Marcia McNutt. His term began July 1, 2026.

Joseph Snell was promoted to director, CRP operations, in June 2026. He was the program operations manager for CRP since 2022 and has been in continuous service with TRB since January 2003.

Brittany Summerlin-Azeez became the administrative coordinator for the Cooperative Research Programs Director’s Office in May 2026. She previously was the program coordinator for the Airport Cooperative Research Program.

Lisa Whittington, an editor with CRP for nearly six years, was named senior editor in June 2026.
